He pointed out voter entries with house numbers marked as ‘0’ and voters registered at the same house number to allege that the ECI had added fake voters in the voter list to rig elections in favour of the BJP.Notably, some media reports later pointed out the same pattern in the electoral rolls of Rahul Gandhi’s own constituency, Rae Bareli, Uttar Pradesh. The voter list there also has a large number of entries with “House Number 0” and even clusters of dozens of voters registered at the same address. The Election Commission often assigns ‘House Number 0’ or ‘notional addresses’ to include voters without well-defined or permanent residential addresses, such as homeless people, those whose houses have no official numbering, or those who failed to enter their full addresses in electoral forms.Videos of several such voters have emerged, who have voter ID cards with House Number 0 mentioned in the address fields. These voters have explained that they are living in their places for 10-15 years, and have valid voters IDs. The voters said that as their houses were not numbers, ECI officials 0 in place of house number in their voter IDs.

On voters with zero house numbers, Rahul Gandhi had claimed at a recent press conference that many electors in the Bangalore Central constituency had their house numbers listed as zero, suggesting deceit by the poll body.New Delhi: Chief Election Commissioner Gyanesh Kumar on Sunday addressed several claims made by the Congress party, including allegations of “vote chori,” voters with zero house numbers, manipulation of electoral rolls, and the inability to provide machine-readable voter lists.Speaking in what appeared to be a point-by-point rebuttal to Rahul Gandhi’s recent charges, Kumar clarified that electors listed with zero house numbers were not fraudulent entries.Explaining the matter, Kumar said such instances occur in both villages and towns where house numbers have not been allotted by local authorities.

The practice of assigning house number 0 started in 2013, when the Election Commission decided to provide voter ID cards to homeless people. | OpIndia News
After the recent ruckus created by Congress Rahul Gandhi, with his baseless allegations of fake voters being included by the Election Commission of India in electoral rolls, ‘House Number 0’ has become a subject of public curiosity. In a press conference held about two weeks ago, Rahul Gandhi had alleged that the ECI, in collusion with the BJP, had included lakhs of fake voters in electoral rolls across the states. He claimed that many of these voters had a ‘0’ mentioned in place of their house addresses in their voter IDs, instead of specific addresses, and therefore, these were fake voters. To substantiate his allegations, Rahul Gandhi displayed a long document, which he claimed was the electoral roll of the Mahadevpura constituency in Karnataka, and pointed out several voters with house number 0 included therein.A pointwise rebuttal of Gandhi’s claims was presented by the Chief Election Commissioner, Gyanesh Kumar, in a press brief on Sunday (17th August). Commenting on the issue of house number 0, the CEC explained that this was a norm followed by the ECI to include homeless people and people who do not have a clearly defined address.

At a press briefing on Sunday, Chief Election Commissioner Gyanesh Kumar said that the opposition’s apprehension that electors with ‘0’ as their house address in the Bihar electoral roll amid Special Intensive Revision exercise could be bogus voters was unfounded. He adds that he got a bank account mentioning ‘0’ as the house number and address of the shelter– Rain Basera Bangla Sahib. “I have cast votes in all the elections which took place post 2013 using this voter ID.” Shanti Devi (60), who has migrated from Bihar, can’t recall when she moved to the Capital. For several residents of Delhi, House No. 0 is a significant part of their identity.Chatterjee’s address on his voter ID, which he got four years ago, has ‘0’ as his house number. This briefing considers the approach to housing, energy efficiency and net zero, providing an overview of government policy and commentary on these issues.
In 2022, emissions from residential buildings accounted for a fifth (20%) of greenhouse gas emissions in the UK. The Climate Change Committee (CCC), the government’s advisory body, said the UK will not meet its emissions targets “without near complete decarbonisation of the housing stock”.There is currently no legal requirement for existing homes to be retrofitted or for low-carbon heating technologies (such as heat pumps) to be installed in existing homes. Exceptions apply to privately rented homes and homes owned by local authorities and housing associations in some parts of the UK:House of Commons Select Committee have highlighted the installation and running costs of heat pumps usually exceeded those of gas boilers and that funding for retrofitting homes was “piecemeal”. They have also highlighted a lack of awareness of heat pumps.Find the latest data on house prices, mortgage approvals, and house building in the UK.
The Chief Election Commissioner says using ‘0’ as house number in voter rolls is the norm when no address is given but Bihar’s election office calls it a mistake, exposing a sharp contradiction.
Deputy Chief Electoral Officer Ashok Priyadarshi had explained that at times, when voters don’t fill in their house numbers, the ECI website still accepts such enrolment applications and that’s why the default value for the house number is shown ‘0’. “But after ground verification, the Booth Level Officers (BLOs) add proper addresses, which has not happened in the case of Bihar SIR because no changes related to addresses have been made in the draft voter lists,” he added.Newslaundry asked senior officers at the commission if there are any guidelines on how house numbers should be allocated, to which they replied, “there are no such guidelines on how a booth level officer should allocate notional house numbers. Whether the numbering should start from 0 or 1.”The Chief Election Commissioner says writing ‘0’ when no house number is available is standard procedure, but Bihar’s Chief Electoral Officer insists the entries are errors that need correction.reported that at least 2.92 lakh voters in Bihar have their house number as ‘0’, ‘00’ and ‘000’. Later, RJD supremo Tejashwi Yadav had flagged the report in a press conference. Gyanesh Kumar’s explanation, however, contradicts what the Office of Bihar Chief Electoral Officer told Newslaundry.

Similarly, GST rates have also been brought down for a few other building materials such as marble and granite blocks from 12% to 5% offering direct savings to households. Also Read: GST 2.0 and real estate: Can lower taxes on construction materials help you buy an apartment this festive season?
Lower GST on cement, granite, and tiles makes self-built homes slightly cheaper, but the benefit must be weighed against higher tax on composite contracts| Real Estate NewsBricks maybe 4 per cent, granite about 0.5 per cent, and boards for false ceiling about 1 per cent. So, if the total project cost is ₹30 lakh, then on cement the saving comes to around 80,000, on bricks 1.2 lakh, on granite about ₹15,000, and on boards about ₹30,000.With rates on cement, marble, granite, fly ash bricks, and boards lowered, construction material costs are set to ease, potentially reducing home prices if developers pass on the benefit. But how much will individual homebuilders really save? And will building on an owned plot turn out cheaper than buying an apartment in a housing society?GST rate cuts: Is building on your own plot more affordable than buying an apartment in a gated housing society?

The approach to this goal is to respond to rural ecology and cold climate in a targeted manner, to use the technical strategy of the passive house to achieve minimum energy requirement, and to combine multiple new solar energy utilization methods to achieve nearly zero energy building.PROCESS —— Nearly zero energy building in the rural area combining ultra-low energy consumption with modular assembly The building has improved the nearly zero energy building space system that is suitable for the single-story courtyard layout. The courtyard divides the building into three parts of simple shapes, and air-tightness units are connected with passive house and stairwell wind tower to enhance heat radiation in winter and guide the natural ventilation in transitional seasons. The courtyard and building facade integrate advanced green technology, the book room gathers nearly a hundred books on sustainable buildings, and the exhibition hall shows the energy-saving and construction technologies of nearly zero-energy rural houses, making it a showcase and demonstration of the nearly zero energy rural house model.PLACE —— Rural building integrating red brick local context and regional features. The building uses regional materials and a brick-wood structure system and tries passive house structures with different enclosure systems such as brick-wood system, timber-frame system, and assembled module system.
